Council looks towards 2012

There were two important outcomes from the school Council’s August meeting.

The Council for the year commencing 1 November 2011 was confirmed, and the school budget for 2012 was adopted.

Historically, Scotch is fortunate to have been served by committed and talented Councils and today’s is no exception. The Council comprises members with varied backgrounds and skill-sets. Five members (Group A) are elected by the Presbyterian Church of Victoria, five members (Group B) are elected by the Old Scotch Collegians’ Association, and seven members (Group C) are appointed by the Council.

The school council looks forward to working with the Principal and staff to ensure that a Scotch education continues to be stimulating, stretching, and rewarding for boys, while being as affordable to parents as possible. Mindful of these outcomes, Council takes great care as it formulates the school’s budget, which determines the fees payable by parents in the forthcoming year.

After a thorough review of the school’s forecast income and expenditure, it was agreed to increase the tuition and boarding fees for 2012 by 5.8 per cent.

It is implicit that the aforementioned outcomes cannot be achieved without attracting and retaining staff of the highest calibre. For this to occur, staff remuneration must remain competitively positioned.

Other areas of the school programme and facilities will also be enhanced, and regulatory compliance matters continue to exert pressure on the cost of school operations. Despite this, the School Council maintains that the cost of education at Scotch College represents very good value.

The School Council recognises that each student holding Australian residency attending Scotch attracts a degree of Commonwealth and state government recurrent funding. As these grants are for the benefit of students, they are applied to reduce the net fee billed to parents.

As you may be aware, a review of school funding is currently under way, with recommendations resulting from this expected to be made to the Commonwealth government before the end of this year. We are unsure what changes this review may bring, however existing funding arrangements will remain unchanged during 2012. I reiterate that Commonwealth and Victorian government funding ($5.2 million in total) is credited to parents’ fee accounts on a student by student basis. Contributions from government are treated as a direct subsidy to fee-paying parents.
